A new number cannot message your whole list, and trying to force it is the fastest way to make sure it never can.
How progression actually works
The tier is set by Meta, not by your provider and not by what you pay. It rises when you send consistent volume to people who do not block or report you, and business verification is required before a number can progress past the entry tier.
That means the two levers you control are volume and recipient reaction. Everything below is about increasing the first without damaging the second.
A warming schedule that works
- Week 1: complete business verification, and send only to your most engaged customers, well below the 1,000 ceiling.
- Week 2: increase volume perhaps 50 per cent, still to segments you expect to reply.
- Week 3: continue increasing, and begin including less-engaged segments in small proportions.
- Week 4 onward: keep increasing steadily while watching the quality rating weekly.
- At any dip: stop increasing, narrow the audience, and let the rating recover before resuming.
The mistakes that stall a number
- Sending to the whole database on day one because the list exists
- Starting with the least engaged segment because it is the largest
- Ignoring the quality rating until a template is paused
- Treating a dip as bad luck and sending the same campaign again
- Skipping business verification and wondering why the tier never moves
When a number stalls
A number that has been sending steadily and has not moved up usually has one of two problems: volume that is consistently well below the current ceiling, or a quality rating sitting at medium.
The first is fixed by sending more, carefully. The second is fixed by sending less, to better-targeted people, until the rating returns to high. Doing the wrong one makes it worse, which is why checking the rating before changing anything matters.
Reaching a large list before you are unlimited
While a number warms, a large list can still be cleared: spread the campaign over several days, or spread it across several registered numbers, each paced against its own tier.
Both are supported by Meta. What is not supported is unofficial tooling that pretends the limit does not exist, which gets numbers banned rather than throttled.
