What Bulk WhatsApp Actually Costs in India: Working Out Your Real Number

Platform fee, Meta per-message charges, template categories and hidden markups. How to work out what a WhatsApp campaign genuinely costs before you run it.

There are two bills in WhatsApp marketing, and most providers make it hard to tell which one you are looking at.

Quick answer: Your total cost is the platform fee plus Meta’s per-message charges. Meta bills by conversation category (marketing, utility, authentication) with different rates, and many providers add a markup on top of Meta’s rate or resell it as "message credits". Ask any provider for the platform fee and the Meta rate separately; if they will not separate them, that is the answer.

The two components

The platform fee is what you pay the software provider. It may be monthly, tiered by contacts or agents, or flat annual.

Meta’s conversation charge is what Meta bills for messages, priced per 24-hour conversation window and varying by category and country. This part is not optional and no provider can waive it.

Category is the biggest lever on the Meta bill

Sending order updates as utility templates rather than marketing ones is the single largest cost saving available to most ecommerce senders, and it is free to do correctly.

  • Marketing: promotions, the most expensive category, requires opt-in
  • Utility: order and account updates tied to a transaction, substantially cheaper
  • Authentication: one-time passcodes, priced separately
  • Free until 1 October 2026: any non-template message sent inside an open 24-hour customer service window, and utility templates sent inside that window

Dated, because this one moves. Meta announced on 1 July 2026 that from 1 October 2026 service messages, the free-form replies you send inside the open window, become billable at the utility and authentication rate, and that in-window utility templates become billable too. At the time of writing Meta's public pricing documentation still describes both as free, so treat the date as announced rather than documented. What changes on 1 October 2026 covers it in full.

Two levers follow from that, and both are free to pull. First, replying inside the service window costs nothing, so resolving a customer's question in one session rather than reopening it days later with a fresh template is a genuine saving. Second, Meta unlocks lower utility and authentication rates as monthly volume rises; marketing templates are excluded from those volume tiers, which is another reason to keep order updates out of the marketing category.

Where the markup hides

The common patterns are a percentage added to Meta’s per-message rate, and "message credits" sold at a rate that does not map transparently to Meta’s published pricing. Both make it hard to compare two providers.

Also watch plan upgrades triggered by contact count or agent count. A plan that steps up when your list grows means your cost rises for reasons unrelated to how much you actually send.

Working out your number

  1. Count how many unique customers you will start conversations with per month.
  2. Split that by category: how many marketing, how many utility.
  3. Multiply each by Meta’s published rate for your country and category.
  4. Add the platform fee, annualised so monthly and annual plans compare fairly.
  5. Add any per-agent or per-contact step-ups you will hit within the year.
