WhatsApp Messaging Limits Explained: 1K, 10K, 100K and Unlimited

How Meta messaging limits and quality ratings work, what moves a number up a tier, what drags it down, and how to send to large lists before you reach the.

Your messaging limit, not your plan, decides how many people you can reach today.

Quick answer: Meta caps each WhatsApp API number at the number of unique customers it can message in a rolling 24 hours: 1,000, then 10,000, then 100,000, then unlimited. You climb by sending consistent volume while holding a good quality rating, and you drop if blocks and reports rise. No provider can raise your limit for you, because it is set by Meta on your sending behaviour.

The four tiers

The limit counts unique customers you start conversations with in a rolling 24-hour window, not total messages. Replying inside an open conversation does not consume it.

New numbers start at the entry tier and move up automatically. Business verification is required before a number can progress past the first step.

  • 1,000 unique customers per 24 hours, the starting tier
  • 10,000 unique customers per 24 hours
  • 100,000 unique customers per 24 hours
  • Unlimited, once the number has a sustained record

Quality rating is the real control

Meta scores each number high, medium or low based on recent recipient behaviour. Blocks and "report business" actions push it down; replies and reads keep it up.

A low rating stops progression and can push a number back down a tier. In the worst case the number is restricted from sending entirely. This is why opt-out handling and segmentation matter commercially rather than only legally.

How to climb faster

The pattern that works is boring: send to people who genuinely opted in, send something relevant, and increase volume gradually rather than in one spike.

  1. Complete business verification before anything else, since progression is gated on it.
  2. Start with your most engaged segment, not the whole list.
  3. Increase daily volume steadily instead of jumping from 200 to 50,000.
  4. Watch the quality rating weekly and stop if it dips.
  5. Make opting out easy, because an opt-out is far cheaper than a block.

Reaching a large list before you are unlimited

If the list is larger than the tier, you have two honest options: spread the send over several days, or spread it across several registered numbers. Running one campaign across many numbers is supported by Meta and is how very large sends are cleared in a single day.

What does not work is trying to beat the limit with unofficial tooling. That is a WhatsApp policy breach and gets numbers banned rather than throttled.

Frequently asked questions

How do I increase my WhatsApp messaging limit?

Send consistent volume to opted-in recipients while keeping the quality rating high, and complete business verification. Meta raises the tier automatically. No provider can request an increase on your behalf.

Does the limit count messages or people?

Unique customers you start conversations with in a rolling 24-hour window. Sending three messages to one person counts once. Replying within an already-open conversation does not count against it.

What happens when I hit the limit mid-campaign?

Remaining messages fail with a limit error rather than queueing indefinitely. A platform that paces sends against your tier avoids this; sending blindly at the ceiling does not.

Can my messaging limit go down?

Yes. A sustained low quality rating reduces the tier, and severe cases result in the number being restricted. Recovery means sending less, to better-targeted people, for a period.
