WhatsApp Blaster in Malaysia and Singapore: PDPA, the Spam Control Act, and the Term Everyone Uses

WhatsApp blaster is the term Malaysian and Singaporean businesses actually search. What the PDPA (MY), PDPA and Spam Control Act (SG) require, local numbers, three-language templates, and the official API at a flat $200 a year.

In India people search “bulk WhatsApp sender”. In Malaysia and Singapore they search “WhatsApp blaster”, and have for years. Same product category, different name, and two of the clearest direct-marketing regimes in Asia to run it under. This guide is written in the language the region actually uses.

Quick answer: A WhatsApp blaster in Malaysia or Singapore should run on Meta’s official WhatsApp Business API with consent records that satisfy the Malaysian PDPA and Singapore’s PDPA and Spam Control Act, a local number, and templates in English, Bahasa Malaysia and Chinese. WappBlaster does this at a flat $200 a year with unlimited contacts, and Meta’s per-message charge passed through at cost.

What “WhatsApp blaster” means here

Two products, as everywhere. The desktop tools sold in Low Yat and on Carousell that automate WhatsApp Web from your own account, and official platforms on Meta’s API. The first kind is responsible for most of the region’s banned business numbers; the second is the one the rest of this guide describes. The one-second test is the same: if it asks you to scan a QR code from your phone, it is the first kind.

Malaysia: the PDPA, in practice

The Personal Data Protection Act 2010 requires consent for direct marketing and gives individuals the right to require you to stop. The 2024 amendments raised penalties and sharpened enforcement by the Personal Data Protection Department. Operationally:

  • Consent with a notice, collected at checkout, in store via QR, or by a reply to a pre-filled message, stating what they will receive and in which language.
  • Source, date and language recorded on the contact.
  • Opt-out on every marketing message, honoured automatically and logged.
  • No group exports and no bought lists. They are not consent.

The fuller Malaysian picture, including the campaign calendar and three-language templates, is in bulk WhatsApp marketing software in Malaysia.

Singapore: PDPA, DNC and the Spam Control Act

Singapore layers three things on WhatsApp marketing:

1
The PDPA’s consent obligation. Clear, unambiguous consent before marketing, with purpose stated. The PDPC has fined businesses for unsolicited marketing messages.
2
The Do Not Call Registry. Marketing messages to Singapore numbers require either clear consent from the person or a DNC check. With consent on record, the check is not needed for that contact.
3
The Spam Control Act. Unsolicited commercial messages must be labelled, carry a working unsubscribe, and not use misleading sender details. A verified business name on the official API satisfies the sender-identity part by default.

The practical answer is to build the list from consent and keep the record. See also the Singapore WhatsApp API provider guide.

What it costs

  • Platform: $200 a year on WappBlaster, roughly RM 900 or S$270, for unlimited contacts, chatbot, inbox and API. A one-time “lifetime” blaster licence is cheaper on day one and costs the number by month two.
  • Meta’s per-message charge: set per recipient country. Malaysia’s marketing rate is among the higher national rates on the 2026 rate card; Singapore is priced separately. Both billed per message, passed through at cost. Utility is cheaper, so confirmations and reminders should always go as utility templates. Service replies inside the 24-hour window are free today and become billable from 1 October 2026 (details).

Your number

Register a local number in each country you sell to. Malaysian and Singaporean customers both screen unknown foreign numbers, and a verified business name on a local number is what gets read. Setup is done with you on a call in English and takes two to five working days per number including Meta verification.

Next step

The Bulk WhatsApp Sender Software page covers features and pricing; the Bahasa Malaysia version is also available. Start the free trial on your own number. Related: what a WhatsApp blaster is and why blasters get numbers banned.

Can I use a Malaysian or Singapore number on WhatsApp Business API?

Yes. Maxis, CelcomDigi, U Mobile and unifi numbers in Malaysia, and Singtel, StarHub, M1 and Simba numbers in Singapore, all register on the official platform and show your verified business name. The number is hosted on Meta’s servers, so no phone needs to stay online.

Do I need to check the Singapore DNC Registry before sending WhatsApp marketing?

If you do not have clear, unambiguous consent from the person, yes; the DNC provisions apply to marketing messages to Singapore numbers. If you hold consent, the DNC check is not required for that person, but keep the consent record. Most businesses simply build the list from consent and skip the question.

English for most Singapore lists and urban Malaysian lists; Bahasa Malaysia for Malay-majority consumer lists; Chinese for Chinese-Malaysian and many Singapore retail and F&B lists; Tamil where the list is concentrated. Tag the language per contact and approve one template per language.
