“Unlimited” is the most common word in WhatsApp bulk sender advertising and the least true. The tools that promise it have no limit because they have no idea what the limit is; they find out when the number is banned. The official platform has real limits, published, and they rise to genuinely unlimited if you treat the list properly. Here is how that actually works.
What “unlimited” means on an unofficial tool
It means the tool will keep sending from your consumer account until WhatsApp stops it. The consumer app caps broadcasts at 256 saved contacts and monitors for automation; a blaster pushes past that with no visibility into what WhatsApp is measuring. “Unlimited” describes the tool’s ignorance of the limit, not the limit’s absence. The real limits: Meta’s messaging tiers
On the official WhatsApp Business API, every phone number has a messaging tier: the number of unique recipients it can open business-initiated conversations with in a rolling 24 hours.
Tier 1: 1,000
Where every new number starts after business verification.
Tier 2: 10,000
Reached automatically after sending a meaningful share of tier 1 with healthy quality.
Tier 3: 100,000
Same mechanism, one step up. Most clean lists are here within weeks.
Tier 4: Unlimited
Genuinely unlimited business-initiated conversations per day, held as long as quality stays healthy.
Meta evaluates within 24 hours of you using a meaningful portion of the current tier, and raises it if the quality rating is medium or high. Replies to people who messaged you first, inside the service window, do not count against the tier at all.
What actually controls the tier: quality rating
Quality rating is Meta’s read on whether recipients want your messages, derived mainly from blocks and reports over the last seven days. Green means you are rising; yellow is a warning; red can freeze or drop the tier. Volume by itself does nothing to quality. Unwanted volume does everything to it. Which means:
- Opted-in lists climb. People who asked for the message do not block it.
- Bought lists fall. They generate reports faster than any content problem.
- Segmentation protects the rating. A Jain list receiving a mutton special is a block, not a sale.

Getting to unlimited, practically
Platform limits versus Meta limits
Two different things, often confused in pricing pages:
