The broadcast list is where most businesses start on WhatsApp, and the 256-contact cap is where most of them stop. The search for a way around it leads either to tools that get the number banned or to the thing the cap was steering you toward all along: the official API, which has no lists at all.
Why send bulk WhatsApp without a broadcast list: its three limits
- 256 contacts per list. Several lists are allowed, each capped, each maintained by hand.
- Recipients must have saved you. Anyone who has not silently does not receive it, with no indication to you.
- No reporting, scheduling or segmentation. You see ticks in a chat, not a report.
None of this is accidental. Broadcasts were built for contacts who already know you, and these restrictions are how WhatsApp keeps spam out.
Workarounds to send bulk WhatsApp past a broadcast list, and why they fail
- Many lists. Twenty lists of 256 is a full-time job, still only reaches people who saved you, and still reports nothing.
- Groups. Every member sees every number and every reply. Customers leave, and under the DPDP Act you have just disclosed personal data to strangers.
- Blasters. Tools that push the app past the cap by automation. The number is banned at volume. See why blasters get numbers banned.
Bulk WhatsApp on the official platform, without any broadcast list
On the WhatsApp Business API the concept does not exist. Instead:
Contacts with tags
Every contact is a record: source, city, language, last purchase, consent date. Imported from CSV or Google Sheets, or synced from a CRM.
Segments, not lists
A segment is a filter on tags: “Pune, Marathi, bought in the last 90 days”. Built in seconds, no size cap, always current.
Templates, not pasted text
Approved by Meta, with personalisation, media and buttons, sent from a verified business number.
Reports, not ticks
Delivered, read, replied and clicked per contact, which feed the next segment.
And the two limits that mattered most are gone: there is no cap beyond your number’s messaging tier, and recipients do not need to have saved you. Your verified business name is what appears, and replies work even though they never saved you. Details in sending to contacts who have not saved you.
The one rule that stays when you send without a broadcast list
No cap does not mean no consent. The recipients must have opted in, and the platform records how and when on each contact. A purchased list of unsaved numbers produces blocks, which lower quality rating and the messaging tier, and breaches the DPDP Act and its equivalents. The broadcast list’s saved-contact rule was a crude proxy for “they know you”; consent records are the real thing.
