Can I see who read a WhatsApp campaign message?
Yes, when the recipient has read receipts enabled. Read status is reported per recipient. Users who disable read receipts show as delivered, never as read, which is a WhatsApp-level setting no platform can override.

The message reached Meta but not the handset. Usually the phone is offline, the number is not on WhatsApp, or the recipient blocked the business. It typically resolves when the device reconnects.
